And G-d Remembered Rachel
וַיִּזְכֹּר אֱלֹהִים אֶת רָחֵל
Beraishit 29.22 


22.’ And G-d remembered Rachel- וַיִּזְכֹּר אֱלֹהִים אֶת רָחֵל (968+4 words=972=18), and G-d hearkened to her, and He opened her womb-וַיִּשְׁמַע אֵלֶיהָ אֱלֹהִים וַיִּפְתַּח אֶת רַחְמָהּ (2276=17=8 counting final Mem as 600).

Rashi comments here that Hashem remembered Rachel in that she had given her sister Leah the signs on her wedding night and that she was frightened that Jacob would divorce her as she was barren (Tanchuma Yashan 20), and she would have to marry Esau who had heard that she had not borne children.

Jacob at this stage was in his 91st year. Rachel was in her 28th year.

The number 91 is the joint gematria of the Names "Hashem"-יהוה and "Adnut"- אדני.

The number 28 is the gematria of the word "Koach"- כח which means "powerfull/mighty".

Now Joseph could be conceived. Joseph was to be Rachel's first child and the eighth son of the two main wives-Rachel and Leah. He was the 11th son of Jacob and his 12th child.

The gematria of the words "and G-d remembered”- וַיִּזְכֹּר אֱלֹהִים is 889+2 words=891=18.

The gematria of the words “and G-d hearkened to her”- וַיִּשְׁמַע אֵלֶיהָ אֱלֹהִים is 1118.

The number 1118 is the gematria of the verse of the Shema prayer. Hashem heard Rachel through the Prayers of Jacob. Jacob knew that it was time for her to conceive and he prayed for her.

Hear O Israel Hashem is our G-d Hashem is One
שְׁמַע יִשְׂרָאֵל יהוה אֱלֹהֵינוּ יהוה אֶחָד

In the light of Rashi's comment to the previous verse as to the birth of Dina by Leah*,these words could also be understood as Hashem listening also to Leah's prayer for her sister to have a male child. 

"Vayishma Aileah"- וַיִּשְׁמַע אֵלֶיהָ 

can be understood as

"Vayishma El Leah"- וַיִּשְׁמַע אֶל לֵאָה


*Rashi comments there that Dinah was named after the word Judgment-דין as Leah made a judgment about herself that if this child was a boy then Rachel could not even be like a maidservant because it was known that Jacob was to have 12 sons and if  this child was a boy Rachel could only have one son. Leah prayed over it and the sex of the child turned into a female (Berachot 60.a; Tanchuma 8).

Thus Hashem heard all three of them praying for Rachel to conceive and he hearkened to her. As a result of these prayers Joseph was born.

Our Sages teach us that "It is a Mitzvah to love every Jew". This is a central principle of Judaism-“This is the entire Torah”- זו היא כל התורה כולה as both Hillel the Elder, President of the Sanhedrin, and Rabbi Akiva teach us. When accosted by converts who begged to be taught Torah on “one leg”-רגל אחד they answered the Mitzvah to “love of one’s fellow as oneself” -וְאָהַבְתָּ לְרֵעֲךָ כָּמוֹךָ is equal to all the Mitzvoth of the Torah-in fact it is the entire Torah, and the rest of the Torah is the interpretation of this Mitzvah.

דעלך סני - לחברך לא תעביד, זו היא כל התורה כולה, ואידך פירושה הוא, זיל גמור". (ובתרגום לעברית: 'מה ששנוא עליך לא תעשה לחברך, זו כל התורה והשאר פירוש הוא) "לך ללומדו"

What is hated unto yourself refrain from doing to your neighbor
מה ששנוא עליך לא תעשה לחברך
1898=26=8

This is the entire Torah and the rest is interpretation
זו כל התורה והשאר פירוש הוא
1799=26=8

And you shall love you fellow like yourself
וְאָהַבְתָּ לְרֵעֲךָ כָּמוֹךָ
820=10=1

This is the Whole Entire Torah
זו היא כל התורה כולה
756=18


One-אחד     =   1

Leg-רגל = 332=8

Thus the entire Torah is a combination of the numbers 1 and 8
and the rest is interpretation!

This is what Hillel the Elder and Rabbi Akiva were referring to
